Despite the Fed’s protestations that it is very hard to spot financial bubbles, I’ll bet that you can spot the two historic stock market bubbles in the chart below from Advisor Perspectives.

The hard task for the Fed is not spotting bubbles, it’s having to courage to do something about them before they metastasize into an existentially dangerous situation. That means being the person that takes away the punch bowl before the bubble forms. It’s far too late for that now.
